Recreational Use Of Swimming Pools

The Parks and Recreation Committees are responsible for the maintenance and care of all swimming pools that are used by the public during the summer months. The cost for the use of these pools is relatively low and the fee charged is usually under $5 per person. Children under the age of 3 are allowed to swim if they are accompanied by an adult.

Public swimming pools are the best bargains around and are meant to be used by families to allow them a chance to get closer and spend more time together doing things that are fun. The typical depth of a public swimming pool is five feet, but some cities have created public pools with deep ends that reach 9 feet so that children have the opportunity to train for swimming competitions in their local neighborhood.

Public pools are rarely used for swimming competitions because this would create a conflict of interest. Swimming meets will usually use private pools that are in neighborhoods but are funded by the revenues that are charged for membership fees. This type of swimming meet will be a "For Profit" event that will also reward swimmers with awards at the end of the summer.

The Parks and Recreation Department of the City government is expected to perform maintenance on the public pools on a regular basis. The city will pay for all chemicals that are used in the pool water and will typically hire a pool cleaner and keep them on the payroll in a temporary position that runs concurrently of the summer swimming season.

All public swimming pools will have wired gates installed around them as a security measure to keep young children from falling in. City Fathers will usually post the rules and regulations of the pools in plain sight so that the public will know that they are swimming at their own risk each time they enter the pool area. A lifeguard will be on station during regular pool hours throughout the summer months. All other times, the public is expected to use their own judgment when using the public pools.

A public pool will be constructed of plain concrete which will include a drainage system that is adequate enough to maintain the cleanliness of the pool during the summer months. A public swimming pool will not be afforded niceties like pool cleaners that float on the pool surface when water is present because the chance of theft of this equipment is too great and city managers are not willing to take the risk.

One of the primary concerns of the public health departments is to ensure that all public pools are operated within set safety standards. There are strict regulations to be followed that deal with the number of swimmer's allowed in the pool area at one time, and the regulations serve as a guide as to how often the pool will be cleaned. The regulations might state that the pools will be cleared of leaves, dirt, and debris on a regular basis, and the local health department will test the water regularly to ensure that no harmful bacteria is present.
